CandidateList deleted with parties

When removing a party show all the CandidateList created.

Should display only the ones linked to the party.

changed milestone to %Candidates

added Front end To Do bug labels

added Doing label and removed To Do label

created branch 43-candidatelist-deleted-with-parties to address this issue
