API to handle a Round

• admin can create, update and delete a Round
• admin, capturer and visualizer can get a Round

The creation of a round also create a duplication of each desks affected to the Election

Only date and tour number can be modified, not the election linked.

Delete a Round delete all the DeskRounds linked.
