Interface of visualization

Create an interface of visualization of the results.

The first screen is the list of rounds ordered in a reverse chronological time. Each list item display the name of the election, the number of the round and the date of the round.

The second screen have two tabs "Area" and "Section", just under a list of option to filter results with "Partial", "Completed" and "Validated" desks. The half left is reserved to display a map, on the half right there is two secion at the top which take 66% of the screen is for the news flow and at the bottom a summary of the results of the election by parties. Each of the three zone have a zoom button to display only this zone at the screen.

At the bottom left a button allow to go back to the section to select a round.
