chore: update Dockerfile with new cozy stack version and change base image

What does this MR do and why?

This MR fix Imagemagik issue on cozy-viewer. In order to properly work, the lib needed read and write acces. In order to upgrade the stack, we also add to change base image to ubuntu 21.10
