What does this MR do and why?

Use the new data.grandlyon.com API to fetch monthly dju to calculate the estimated consumption in the analysis page

This new route is defined in a new remote doctype publish on Cozy GitHub repo

Added test to ensure the default value is return if any error occurs in the process
