lint(tests): add testing library lint plugin

What does this MR do and why?

This MR is a do-over of !1135 (closed) which had issues with yarn lock because I created it 6 months ago.

With node 18, it also allowed to bump rtl deps a58550e2

This MR fixes recommended rules added by the plugin eslint-plugin-testing-library which enables linting for test files
