feat: onboarding

Description

1. In terms screen: Removal of the specific line when first connection
2. Add a welcome modal instead of the tutorial
3. Migration on the profil: change tutorial by onboarding + removal of isLastTermAccepted (which is not anymore in the profile)
4. Fix some inconsistent data on the translation + fix of the ActiveHalfHourLoad component declaration

Tests

1. Localy by remove profile and terms doctype data
2. On alpha with a new instance
