What does this MR do and why?

This MR adds matomo tracking.

A lot of changes comes from an old time (a lot of test files) on an old branch made by yoan. Theses changes comes from branch 675 which started the matomo subject.

This branch add both traking and opt-out of tracking.

By default when accepting GCU of the app you will be traked.

In options page, you can opt out of tracking

A new test was also added.
