Add rec environment

Context

Similar to mespapiers and ma-bulle.

• would update the rec env on each commit or mr (since we don't have a dev branch)
• would allow reviewers to quickly see the result since we use a richer md format
• would even allow non developers (if they somehow contribute) to see their changes
