fix(carto): bug fix when multiple markers were selected

feat(data-consent): add data sharing consent when creating and editing a structure and at log-in if no consent was ever registered for at least one of the user's structures

fix(news): tag refactor for 'a-la-une' tag. This tag is no longer display if there is another tag on the same post.
